We have an opportunity for a Community Safety and ASB Manager, to lead and coordinate effective anti-social behaviour (ASB) management across Housing services, ensuring robust reporting, compliance, and continuous improvement. The role promotes the integration of safeguarding principles into ASB practice, ensuring staff consistently consider safeguarding risks. Working closely with internal and external stakeholders, the postholder will foster a culture of safety, accountability, and proactive engagement, supporting staff to deliver trauma-informed, victim-centred interventions that enhance community wellbeing.

 

This role sits within our Housing Services division, which is responsible for managing homes across England, providing general rented housing, shared ownership and home ownership accommodation. It also provides housing-related services including lettings, debt management, tenancy management and customer services support. This role reports into the Regional Director but is a national role.

 

The role of Community Safety and ASB Manager will include:

  • Contributing to the development and delivery of our ASB strategy, ensuring it is fully aligned with current legal and regulatory framework and best practice
  • Embedding domestic abuse and exploitation awareness, response protocols, and support pathways into ASB frameworks and frontline practice, ensuring safeguarding considerations are consistently integrated into case management
  • Leading on the analysis and learning from ASB data, including Housing Ombudsman Service (HOS)

determinations, audits, and case reviews, ensuring that insights are shared across teams and embedded

  • Supporting and developing ASB Champions across the organisation, to drive best practice and local engagement, as well as providing expert advice and guidance on safeguarding and domestic abuse matters to colleagues at all levels
  • Monitoring and ensuring compliance with ASB legislation, internal policies, and external standards
  • Building and maintaining effective partnerships with external agencies and local enforcement teams, to

strengthen ASB case management and ensure coordinated responses to complex or high-risk cases

 

Skills and experiences:

  • Degree, mental health, nursing or social work qualification or relevant professional qualification
  • Recent experience of managing complex ASB cases involving vulnerable individuals, repeat offenders, and multiagency interventions
  • Comprehensive knowledge of anti-social behaviour legislation, regulatory requirements, and good practice principles within housing and tenancy management
  • Experience of pursuing or contributing to legal resolutions in ASB cases, including preparing evidence, attending court, or working with legal teams to support enforcement action
  • Proven experience of inspection regimes and performance management
  • Travel is a requirement of the role, therefore a full valid driving licence is essential
